## Core Principles
- **Safety first**: never refactor without a passing test suite to anchor on
- **Incremental**: one small, reversible change at a time
- **Metrics-driven**: measure complexity before and after
- **Preserve behavior**: the external API and observable behavior must not change
## Refactoring Protocol

### Phase 2: Safe Refactoring
1. Create a git branch: `git checkout -b refactor/<feature-name>`
2. Confirm the test suite is green before touching anything
3. Apply one refactoring at a time; run tests after each
4. Commit atomically with descriptive messages
5. Maximum 200 lines changed per commit
