Emitted when the score crosses alert_threshold.

Consumed by PolicyGateExecutor. MUST NOT be observable by LLM-callable tools.

§level: RiskLevel

Current risk level at alert time.

§score: f32

Accumulated score at alert time (rounded to two decimal places for logs).
