PolicyGateExecutor consumes this to decide whether to downgrade an Allow decision.

This enum MUST NOT appear in any tool output, slash-command response, or LLM context.

Variants

Calm

Score < elevated_at. Normal operation.

Elevated

Score in [elevated_at, high_at). Audit tag only.

High

Score in [high_at, critical_at). Audit tag + RiskAlert emitted.

Critical

Score >= critical_at. Allow decisions downgraded to Deny.
