Expand description

The already-absolute (base already added) address StateEngine::commit_write reads/writes at; both InstanceHandle-relative accessor calls and StateCellId-keyed calls resolve down to this shape before calling in.

Task 11 (ST-137, ST-138) adds row_stride_words/num_rows, mirroring super::SlotOffset’s own field suffix (ST-144) — a SlotClass::Memory slot’s own per-row word stride and total row count, both stable template constants copied straight through from the owning SlotOffset (never recomputed here). Every non-memory SlotLocation this crate builds sets both to 0 (mechanical ripple, matching SlotOffset’s own established convention for a non-memory slot).
