The wheel emptied naturally with no finish_requested/deadline hit.

Finished

SchedulerOps::request_finish(code) was observed at a timestep boundary (SC-075).

Livelock(String)

The delta-loop guard tripped (SC-080/DT-050): a zero-delay loop that never lets time advance. A named runtime error for the caller to report, never a panic; the payload is the guard’s message.
