-1 reference; at 0, recursively releases every field
register_handle_fields named as itself a class handle, then frees the
slot (its index returns to the free list; its version counter is left
alone, so the NEXT alloc at that index bumps it again and no future
handle ever collides with this one — see this module’s doc comment on
weak-reference staleness). A null or already-stale handle is a no-op, the
same as retain.
