Corresponds to PolicyQualifierInfo in RFC 5280:
PolicyQualifierInfo ::= SEQUENCE {
policyQualifierId PolicyQualifierId,
qualifier ANY DEFINED BY policyQualifierId }The qualifier_value bytes are the complete DER TLV of the qualifier
field. For id-qt-cps (OID 1.3.6.1.5.5.7.2.1) this encodes an
IA5String containing the CPS URI. For id-qt-unotice
(1.3.6.1.5.5.7.2.2) it encodes a UserNotice SEQUENCE.
