Envelope for NodeState + NodeConfig in DataPacket payload

Since DataPacket payload is opaque Vec<u8>, we need to serialize both the node configuration and state together.

Node configuration (capabilities, comm range, etc.)

state: NodeState

Current node state (position, fuel, health, etc.)
