MAVLink NAMED_VALUE_INT message.
The minimum supported MAVLink version is MAVLink 1.
§Description
Send a key-value pair as integer. The use of this message is discouraged for normal packets, but a quite efficient way for testing new messages and getting experimental debug output.
§Encoding/Decoding
Message encoding/decoding are provided by implementing core::convert::TryFrom<Payload> for
NamedValueInt (encoding) and [IntoPayload] (decoding) traits.
These traits are implemented by Message proc macro.

Timestamp (time since system boot).
name: [u8; 10]MAVLink field name.
Name of the debug variable
