MAVLink MISSION_WRITE_PARTIAL_LIST message.
The minimum supported MAVLink version is MAVLink 1.
§Description
This message is sent to the MAV to write a partial list. If start index == end index, only one item will be transmitted / updated. If the start index is NOT 0 and above the current list size, this request should be REJECTED!
§Encoding/Decoding
Message encoding/decoding are provided by implementing core::convert::TryFrom<Payload> for
MissionWritePartialList (encoding) and [IntoPayload] (decoding) traits.
These traits are implemented by Message proc macro.

System ID
target_component: u8MAVLink field target_component.
Component ID
start_index: i16MAVLink field start_index.
Start index. Must be smaller / equal to the largest index of the current onboard list.
end_index: i16MAVLink field end_index.
End index, equal or greater than start index.
mission_type: MavMissionTypeMAVLink field mission_type.
Mission type.
