MAVLink RALLY_FETCH_POINT message.
The minimum supported MAVLink version is MAVLink 1.
§Description
Request a current rally point from MAV. MAV should respond with a RALLY_POINT message. MAV should not respond if the request is invalid.
§Encoding/Decoding
Message encoding/decoding are provided by implementing core::convert::TryFrom<Payload> for
RallyFetchPoint (encoding) and [IntoPayload] (decoding) traits.
These traits are implemented by Message proc macro.

System ID.
target_component: u8MAVLink field target_component.
Component ID.
idx: u8MAVLink field idx.
Point index (first point is 0).
