[pr_template] config block (issue #84). default is a workdir-
relative path to a Markdown template used as the fallback PR body;
by_type maps a branch type to either a per-type path or an
inline body string. The resolver in pr_templates picks the most
specific entry (per-type wins over default) and runs the templating
engine on the result.
