Per-branch-type override under [pr_template.by_type.<type>]. Either
path (a workdir-relative Markdown file) or body (an inline
string) must be set; setting both is allowed and inline body wins
over path so a stable on-disk template can be carried in path
while a focused body override takes precedence for a specific
branch type. The resolver in pr_templates enforces this ordering;
see inline_body_wins_over_path_when_both_set in
tests/pr_templates_tests.rs for the pinned contract.
