Enum Pause

Why the admission gate is paused — the reason, and the sentence the client is handed for it. An enum rather than a String so Refusal stays Copy and the words are fixed in one place, where a test can hold them.

The data set is being grown at runtime: drained, unmounted, grown, mounted again — minutes, and the box stays up throughout.
