What a client is told while the server’s stores are still opening.

The word starting is load-bearing and is asserted by tests/readiness.rs: it is what separates this from gunnar_wire::Error::Store’s the repository is unavailable; try again, which is what a client hears when a repository is genuinely broken. The power-cut door read the second sentence during the first condition and reported 64 acked pushes missing that were all present a second later. A harness, a CI script and a person all have to be able to tell “not yet” from “gone”, and the only place that distinction can be made is here, in the words.

It carries EXIT_BUSY, not EXIT_DENIED, for the same reason: 75 means retry.
