Where the flow row is read from — TenantView’s shape, for the same reason: the band starts before the stores are open.

The closure behind it must be CHEAP. The fold it reports (gunnar_core::FlowLedger::fleet) walks every namespace and reads the control document, which is far too much for a two-second tick, so the flush task computes it once a minute and this view hands back the last result. The dashboard’s rule — reads a few atomics and nothing else — is kept.

The fold now, or None when nothing fills this view or the first flush has not run yet — drawn as nothing, because “no row” and “a row of zeroes” are different claims and only the first is true before the first fold.
