Where the tenants row is read from — the ReplicationView shape, for the same reason: the band starts before the server, and the entitlement slot (if this build has one) does not exist yet. Unfilled it reads None and the band draws no row; a metered server fills it once, at start.

Fill it. The second call is ignored, as for ReplicationView::fill.

The counts now, or None when nothing fills this view — which on a community build is always, and is drawn as nothing.
