One simulation step for ALL devices at a synthetic timestamp, in devices() order — the seeding entry point for gpuviewer demo, which replays hours of history through the sims in seconds. The live path (refresh_dynamic at now_ms()) and this one share the same step(), so seeded history and live mock data are the same simulation, just on different clocks.
