Configuration for Scalar Quantization (SQ8).

§Algorithm: Min-Max Normalization

Formula: u8 = (f32 - min) / (max - min) * 255

§Storage

Global min/max per index for v1. Simplicity over per-segment optimization.

§Zero Mapping

If min=0.0 and max=1.0, then 0.0 maps strictly to 0.
