# Constitution
Immutable. Amending this file is a human-visible change
(`chore: amend constitution`).
1. Apache-2.0. Rust. Crate + CLI. MCP later, not v1.
2. Independent org `canact` (not `blineai`). canact does not
depend on Bline (`bline-*` crates or Bline runtime). Do not
open pull requests or issues on `blineai/bline`. Bline may
consume canact tags; canact never drives Bline.
3. Types + tests + CLI goldens are the source of truth, not more Markdown.
4. No judge model. Seconds, not hours.
5. Host policy output required (`max_tools`, edit ladder, XML fallback).
6. Do not extract `env_probe`.
7. Do not pitch Claude Pro / oat reuse.
8. Do not publish crates.io until the maintainer publishes.
9. Amending this constitution is a human-visible change.
