Append an EV snapshot (plan.snapshot).

Fields

plan_id: PlanId

as_of: Option<DateTime<Utc>>

Status date of the reading’s PV; defaults to the planner clock’s now. EV and AC are always the progress recorded when the snapshot is taken, so a past as_of (over an hour back) marks it SnapshotSummary::backfilled.
