Expand description

Coordinates multiple agents toward a shared software artifact.

Each agent submits a code proposal via SemanticPayload::ExternalBytes. Agents endorse a proposal via SemanticPayload::ToolResult { accepted: true }. Finalization selects the artifact with the most votes; ties break toward the first submission. Finalized artifacts are retrievable via [selected_artifact].
