How a value reaches a nested codec.

The one place the targets genuinely disagree, and the reason it is an enum rather than a bool: C hands an aggregate’s address and an array’s first element, which are written differently and mean the same thing, while a target with references hands the value either way. A caller says which of the two situations it is in and the backend says how that is spelled.
