Emits a "phonetic_dob:CODE:YEAR" key for each name stored in a pipe-delimited alias field (e.g. SIS II alias_namen).

Uses the same key namespace as PhoneticNameDobKey so that an alias entry in one record can match the primary name in another, which is the core requirement for SIS II cross-Schengen romanization pairs.
