One bounds-validated packed four-bit row borrowed from a mapped region.

from_mapped_region validates an in-bounds offset and length; the crate-only from_validated_bytes wraps a slice whose persisted range was already validated. Both retain a borrowed slice, so the stored address is readable for that slice’s complete length while this handle is alive.

Borrows one row at offset when the complete row lies in region.

Returns None when offset + row_bytes overflows or exceeds the mapped region. No alignment is required by any installed kernel.
