web_calls_per_minute: usizeMaximum web tool calls per minute.
memory_calls_per_minute: usizeMaximum memory tool calls per minute.
mcp_calls_per_minute: usizeMaximum MCP tool calls per minute.
other_calls_per_minute: usizeMaximum other tool calls per minute.
circuit_breaker_cooldown_secs: u64Seconds the circuit breaker stays tripped after a limit is exceeded.
