Per-channel skill allowlist configuration.

Declares which skills are permitted on a given channel. The config is parsed and is_skill_allowed() is available for callers to check membership. Runtime enforcement (filtering skills before prompt assembly) is tracked in issue #2507 and not yet wired.

Fields

allowed: Vec<String>

Skill allowlist. ["*"] = all skills allowed. [] = deny all. Supports exact names and * wildcard (e.g. "web-*" matches "web-search").
