Whether the resolver can produce a value for this variable.

A variable the parser accepts but the resolver has no arm for silently resolves to nothing, which makes a rule targeting it dead. Callers use this to say so at load time instead of leaving it to be discovered from traffic. The match is deliberately exhaustive: a new variant will not compile until it has been classified here.
