Enable detection of late joiner publishers and query for their historical data.

This API has been marked as unstable: it works as advertised, but it may be changed in a future release.

Late joiner detection can only be achieved for AdvancedPublishers that enable publisher_detection. History can only be retransmitted by AdvancedPublishers that enable cache.
