A sealed frame: the AEAD ciphertext plus the explicit nonce it was sealed under. The caller carries counter on the wire so the peer can open.

The explicit AEAD nonce assigned to this frame.

ciphertext: Vec<u8>

The AEAD ciphertext (plaintext length + 16-byte tag).
