Run one command with explicit rule packs and optional rewrite-process agreement metadata.

A changed or unavailable pack after rewrite selects exact pass-through output. Direct invocations without agreement metadata still reject unsupported commands.

Errors

Returns an error when direct execution is not selected, the child cannot run, or output cannot be read or written.
