UnknownLevel(String)

The value is neither TRUST_TRUSTED_VALUE nor TRUST_UNTRUSTED_VALUE.

Refused rather than normalised to either side. Reading it as trusted would let a typo (untrused) turn a microVM requirement off; reading it as untrusted would refuse a fleet workload over a typo nobody can see. Neither is a guess worth making about a security floor.
