Namespace routing/naming axis (W206). A pure naming key that never
affects isolation: it selects the config root, disambiguates service DNS
names within a tenant, prefixes object-store bucket names within a tenant’s
bucket scope, and selects the provider zone (e.g. noisetable.com vs
yah.dev). Two namespaces in the same tenant share networks, mesh-identity
space, and PG cluster — they simply cannot collide on workload names or
external domains. Specs written before this axis existed deserialize to
NamespaceId::singleton.
