How a StepKind::SubPipeline step resolves to a runnable child. The
TOML serializer renders this as one of four single-key tables:

Builtin(String)
Resolve to a builtin pipeline by name (e.g. "desktop-release").
Path(PathBuf)
Resolve to a TOML pipeline file, relative to the camp root
(e.g. .yah/qed/full-release.toml).
GhaWorkflow
Resolve to a .github/workflows/*.yml executed by the W200 native
GHA runtime. The runner-side glue lands in W201-F6; until then a
resolver returning None here is the expected behaviour.
Peer
Resolve to a pipeline declared in another camp on the same rig (or
brokered to a remote rig via kamaji when the peer registry entry
has a rig field). camp is the registry key in
<qed_dir>/peers.toml; pipeline is the named pipeline within that
camp’s own .yah/qed/. Runner-side resolution lives in R494-F2.
