Blank
Present but blank — a key that reads as a declaration and is not one.
NoAdapter
The machine’s provider has no floating-IP adapter, so nothing in this
codebase could ever move that IP.
CohortDisagreement
Another machine in the same sovereign_group names a different
ingress IP.
