The prefix swap a backend route performs on its way to the origin.
Both halves are explicit rather than “strip from, prepend to” implied by
the route path alone: the door applying this is a TypeScript Worker that
must not have to re-derive a prefix from a pattern, and a rewrite that only
carried its replacement would be unreadable in the wire value a deploy logs.
from is the matched route’s own prefix ("/api/issues*" → "/api/issues");
to is what the origin serves it at ("/issues"). Applied as
to + path[from.len()..], so /api/issues/42 → /issues/42 and the bare
/api/issues → /issues.
