Expand description

One binding a Worker is uploaded with, owned — what [worker_config_bindings] produces and both deploy arms upload.

The owned twin of WorkerBinding, which borrows: a plan has to hold its bindings past the call that computed them. Serialized into the redeploy hash, so an added or retargeted bucket binding redeploys like any other config change.
