Backend origins the edge router proxies /api/* prefixes to (R455-T4).
Distinct from SSR_ORIGIN: SSR proxies page routes to a renderer, these
proxy API routes to a service that owns state. Both are read off the
mirror’s static slot (issues_origin / backend_origin).
These MUST be emitted here rather than set by hand on the Worker. Every
apply re-uploads the whole binding list, so a binding this function does
not produce is deleted on the next yah cloud apply — which is how a
hand-set ISSUES_ORIGIN silently reverts to a 404 (R330-F13, R752-B2).
