Every .yah/services/<svc>/mirrors/<env>.toml in the workspace, in a
deterministic order (services sorted, then envs).
Shared by every cross-mirror check, because “walk the mirrors” is the one
part all of them agree on and three hand-rolled copies of it drift. A
service with no service.toml, or a mirror that will not parse, is skipped
with a warning rather than aborting the sweep — whatever is wrong with it is
a bigger problem than the lint and surfaces on the load path.
