This bit is a lenient-parser convenience, not an XSD
conformance mode. The XSD 1.0/1.1 spec requires every attribute
— including those in the xml namespace — to be matched by a
declared {attribute use} or an {attribute wildcard} whose
namespace constraint admits the xml namespace. Enabling this
flag therefore deviates from strict conformance; it is off by
default.
Typical use: set this bit when feeding arbitrary XML through the
validator and you want xml:lang to “just work” even against
schemas that don’t explicitly import the xml namespace. Leave
it clear for strict XSD conformance validation (including the
W3C XSD test suite).
