Specification

The stylesheet is an element of the signed document: every namespace in scope at it, including those declared on its ancestors (Namespaces in XML section 6.1), applies and is copied into literal result elements, and a prefix bound nowhere in exclude-result-prefixes or extension-element-prefixes is a stylesheet error (XSLT 1.0 section 7.1.1).

Libxmlsec1

libxmlsec1: the stylesheet is the serialized <Transform> content, so namespaces declared on its ancestors are lost, and libxslt skips an unbound prefix in a prefix list after a warning.
