Sets the raw length of this vector.

  • new_len must be less than or equal to the current capacity.
  • The first new_len items of the vector must be initialized.

Increments the raw length of this vector by 1.

§Safety

This has the same safety invariants as set_len, with new_len being the current raw length plus one.
