The path resolved and the provider callback completed.
NotFound
The path is not currently published to this caller.
Failure(HostError)
Provider or backend execution failed.
During call_operation, the embedded effect guarantee determines whether
the failure is safe to expose as Internal/ResourceLimitExceeded or must
become OperationOutcomeUnknown.
