A recognizer backed by a data-driven agent manifest (see
crate::state::turn_manifest) with an optional legacy recognizer behind
it. A matched manifest rule is authoritative — including an explicit
unknown match (e.g. a transcript-viewer screen), which must NOT fall
through to the legacy recognizer: those screens show stale content that
legacy markers would misread. Only a complete manifest miss delegates.
