A clock dioring can stamp with: a StampClock whose readings are interrupt time, its one time
base (DI-D-37), and never decrease, and that can be held under the lock pool threads take
(DI-D-38). InterruptStamps is the default; a test may give an instance its own mock, which
takes on StampClock’s promise by implementing it, and a win-time-sys clock on interrupt
time is given as FromClock. Implemented for every type that meets those bounds.
