File layout (global prompts/ next to config.toml, project .whycodes/prompts/ — project keys overwrite):

• prompts/<provider>.md — every model on that provider
• prompts/<provider>/<model>.md — that provider+model
• prompts/models/<model>.md — that model id on any provider

Fields

providers: HashMap<String, String>

Keyed by lowercase provider id (xai).

models: HashMap<String, String>

Keyed by lowercase provider/model or bare model.
