Ignore
Drop on the floor — ChangeKind::Other doesn’t warrant
either a patch or a rebuild.
Tier1Patch
Try a Tier 1 subsecond patch. Caller falls back to Tier 2 on Patcher error.
Tier2Rebuild
Full cargo rebuild + reinstall + relaunch (Tier 2). Used
when the change is dependency-shaped (Cargo.toml) or
when no Patcher is configured.
