CURSOR head frame (kind 6).

One key, required: which report this stream carries. The stream then carries (level, offset) records until FIN and never any payload (decisions/0024 §4.4) — which is why the head frame needs no length, no endpoint and no correlation beyond the id the DATA header allocated.
