How often a reporter emits a record (docs/PROTOCOL.md §6.2, key 11).

Not ordered: these are two shapes of the same report, not two strengths. A cursor is never load-bearing, so neither mode is a guarantee and neither is negotiated (decisions/0023 §4.5).

Records as the level advances, coalesced at the reporter’s own granularity.

FinalOnly

One record per level, at the end.
