A level a cursor can name: one weida defines, or one the application does.

The level space is open (decisions/0023 §4.4): values below CursorLevel::APPLICATION_FLOOR are weida’s own ladder, Acknowledgement, and everything at or above it is an application stage weida carries and orders but never interprets. An undefined value below the floor is a protocol violation rather than an application level, because the reserved range is where a later version of this specification will put its own stages.
